-Former Executive Director of NSS, Dr Kpessa Whyte has been cited for financial impropriety in the 2015 Auditor General Report.
-Dr Whyte is said to have sanctioned the auctioning of 24 of the scheme's vehicles which led to the loss of over GHC70,000
The tenure of Dr Kpessa Whyte as the Executive Director of the National Service Scheme (NSS) saw the flouting of many financial administration regulations especially in the disposal of vehicles deemed unserviceable.
According to the 2015 Auditor General Report, the NSS spent amount of GH¢155, 077.05 to service 24 vehicles but ended up auctioning them for GH¢81,000.
The auction which had been done without consulting the State Transport Company (STC) for reevalaution of the vehicles resulted in the loss of GH¢74,007.
The audit report deemed the loss as a violation of Regulation 39(1) of the Financial Administration Regulation which states “a head of department shall ensure that moneys are utilized in a manner that secures both optimum value for the money and intention of parliament”.
The NSS Board has reportedly scheduled to meet this week and deliberate on the findings of audit report which has other damning financial improprieties.
