The Government of Ghana recently unveiled its plans of building another oil refinery to replace the Tema Oil Refinery. The plans are scheduled to commence in the next four years. These plans were revealed through the current Minister of Energy, Boakye Agyarko.
This came at a time when the supply of refinery petroleum products in the country declined. Concerns were raised by many on whether the Tema Oil Refinery could provide refinery products in the country in the coming years. Hence, the government projects that the newoil refinery will increase the current supply of refinery products in Ghana.
The government also aims to refine its energy hub status. The Tema Oil Refinery has been speculated over the recent past to be undergoing operational challenges. Normally, the refinery could produce 20,000 barrels of oil in a single day. However, due to politics surrounding it, the production per day has been reduced tremendously.
There have been recent cases of employees being laid off to meet the operating costs. Also, some employees have lobbied complaints of unpaid salaries. The Energy minister did not, however, disclose further on the leadership wrangles that had rocked the refinery. He although stated that there would be a radical change in the reviewing process of the current prevailing laws governing the downstream sector.
The new oil refinery which is estimated to cost the Government close to $4 billion is set to keep on track the delivery of refined oil products. Also, its said to increase the production of refined products from the normal 20,000 oil barrels per day to four times more. There are plans to ensure that the new oil refinery output handles up to 150,000 barrels of oil per day.
The new project is set to create employment for many of the locals. The number of jobs at Tema Oil Refinery is set to skyrocket. All the old Tema Oil Refinery will be converted to a tank farm for the new Tema Oil Refinery. The Tema Oil Refinery recruitment is expected to be beneficial to the local natives at the refinery.
The drive of the new oil refinery will focus on the strategic stock management and an increase in the access of petroleum products. Besides, he touched on improving the quality of the petroleum products. He disclosed that an implementation committee had been set up. Their main work was to analyze the dynamic behind the law making process of the facility. The committee will help in the formulation of laws regarding the facility.
The government is striving to ensure sufficient supply of petroleum products in Ghana. It urges the affected stakeholders in the energy sector to come together for consultations. Along with the knowledge of the industry and experience they can push for new and efficient policies.
