- Steve Manteaw of ISODEC suggests that making tax payment necessary to free SHS benefits will broaden the tax net
- He believes that all of the challenges are avoidable and hence can be solved
The coordinator of the Integrated Social Development Centre (ISODEC), Dr Steve Manteaw, has proposed that tax payment should be made a condition for qualifying as a beneficiary of the Free Senior High School policy.
Dr Manteaw made his views known in an interview on Adom FM's 'Burning Issues'.
He said: “People should be made to show their tax payment to qualify for the Free SHS and this will encourage those in the informal sector to pay taxes”
For Dr Manteaw, the challenges aced by the f Free SHS implementation are avoidable since they are faults caused by government.
He also blamed the lack of funds to fund welfare programmes on things such as the cost of government bureaucracy.
Among other things, Dr. Manteae thinks the number of government ministers as well as the duplication of positions in government businesses are also to blame.
He advised that government needed to be more conscious of funding welfare programmes like the free SHS policy rather than trying to create jobs for party members.
The free SHS policy was one of the headline promises of then presidential candidate Nana Akufo-Addo. Its roll out has been met with numerous challenges especially lack of funds.
