Accra is submerged after rains which began at about 4am on Thursday persisted throughout the day.
Several areas of the capital are flooded, with individuals and businesses counting their losses.
A three-year-old girl in Tema is feared to have drowned in rapid waters, according to a report by myjoyonline.com.
Shalom Okyerera was reportedly seen being carried away by the flood waters but residents in the area could not rescue her.
The minister of communications, Dr Edward Omane-Boamah, on Thursday morning conveyed a message from the Ghana Meteorological Agency, urging Ghanaians to avoid fast flowing water.
“The Ghana Meteorological Agency has advised that the rains will continue for a while longer; hence the general public should avoid fast flowing water, move from lower ground to higher places if need be and call emergency lines- including 112 should the need arise”, the minister quoted the agency as saying.
