In an open letter to the Finance Minister-designate, the Head of Policy and Research at the Africa Center for Economic Transformation (ACET), Dr Joe Amoako-Tuffour advised the incoming Finance Minister to expunge the ghost names on the public payroll, particularly in the health, education and judicial sectors.

The letter also addresses the Akufo Addo led government's plans to create new regions. According to Dr. Amoako-Tuffuor, if careful thought isn't put into the creation of the new regions the government's budget might end up being put off for a considerable amount of time.

“The cost of government was brushed aside by a premature exuberance about the coming oil revenues. The 1992 Constitution lacks the mechanism to ensure a fine balance between political expediency and fiscal sustainability.”
