According to the flagbearer of the All People’s Congress (APC) in the 2016 elections, the return of "dumsor" is a handiwork of President Nana Addo Dankwa Akufo-Addo's bad decisions.
Hassan Ayariga believes the erstwhile Mahama-led administration had ended the power crisis for about a year prior to assumption of office by the current government.
He explains that it was thus an abject mistake for Nana Addo to sack all ministers that served under Mahama's government. And that, according to the APC lead, brought the return of "dumsor".

Ayariga was speaking with the Accra-based radio station, Abusua FM when he made his assertions.
Hassan Ayariga said, "Akufo Addo is responsible for the dumsor because John Mahama managed the situation for more than a year." "Akufo-Addo should not have immediately fired all Mahama ministers…he should have kept them in office so that his own ministers will learn from the Mahama ministers," he added.
He argues, "Mahama ministers helped in fixing dumsor and they could have helped Akufo Addo with ideas, but he sacked all of them and that was a mistake..we are all Ghanaians and everyone should have the opportunity to serve Ghana."
