Ayawaso West Wuogon MP alleges Mahama gov’t broke the law - spent over GHC51bn in 2016

Speaking on the floor of parliament today, the MP for the Ayawaso West Wuogon constituency stated that the erstwhile National Democratic Congress (NDC) government spent close to GHC 8 billion more than its parliament approved GHC 43 billion.

According to Hon. Emmanuel Agyarko, this over-expenditure means that the immediately past government broke the Appropriation Act, an act approved by Parliament under a certificate of urgency.

“If you look at the total expenditure with the revised version, it came out with GHC43 billion, but it [NDC government] spent well over GHC51 billion,” he told Joy FM’s Top Story host, Evans Mensah.

On the other hand, the Ayawaso MP's comments hasn't gone unopposed. Mr. Casiel Ato Forson, former Deputy Finance Minister under the Mahama led government has denied the claims made by the parliamentary Majority, saying the claims are unsound.

“I can say on authority that as a deputy Minister of Finance, the then administration never broke the appropriation Act," he said. "We stayed within the appropriations Act."

"The appropriation is on cash bases so you cannot compare the two and draw the conclusion that we broke the law," he offered.
