Former Health Minister Dr Bernard Okoe-Boye Summoned Before PAC

  • Dr Bernard Okoe-Boye has been summoned by Parliament’s Public Accounts Committee over the GH¢20 million mobilisation payment

Former Minister of Health under the erstwhile New Patriotic Party (NPP), Dr Bernard Okoe-Boye, has been summoned to appear before the Public Accounts Committee (PAC) of the Parliament of Ghana.

Dr Okoe-Boye is being summoned over the payment of GH¢20 million in mobilisation funds for the proposed construction of a Parliamentary Hospital.

According to a report by GhanaWeb, the summons was issued by the Ranking Member of PAC, Samuel Atta Mills.

Samuel Atta Mills also directed the former Administrator of the District Assemblies Common Fund (DACF), Irene Naa Torshie Addo, and the accountant involved in the transaction to appear before the committee.

The summons follows a revelation by the Auditor-General on April 1, 2026, which showed that the amount was paid despite no physical work being done on the project.

The Auditor-General's findings also indicated that the payment was made on December 31, 2024, during the era of the former administration, led by former President Nana Akufo-Addo.

According to the report, Dr Okoe-Boye signed the contract for the hospital project during his time as Health Minister.

DACF Administrator offers more explanation

Appearing before PAC on Wednesday, April 1, 2026, the current DACF Administrator, Michael Yamson, attributed the delays in execution to a review of the project's location, from the parliamentary enclave to the premises of national security.

This explanation, according to the report, did not sit well with Samuel Atta Mills, who insisted on probing the matter further to ensure accountability.

"Okoe-Boye will also have to appear and let us know. The company that took the money also appear. What time are they going to build the hospital," he questioned.

The DACF Administrator explained that the agreement between the Ministry of Health and Sienna Services provided for a 15 per cent mobilisation payment out of a total contract sum of GH¢108 million, of which GH¢20 million had already been disbursed.

"Between the government, specifically the Ministry of Health, and Sienna Services, for the construction of a specialised hospital for Parliament, an agreement was reached to pay 15 per cent mobilisation of GH¢108 million, out of which GH¢20 million," he said.

He further stated that the contractor has responded to the queries regarding the use of the funds, but added that issues remain regarding the outstanding mobilisation component.

Okoe-Boye urges gov't to complete La hospital

Meanwhile, YEN.com.gh reported that Dr Bernard Okoe-Boye, had raised concerns over the abandonment of the La General Hospital construction project.

He stated that despite the submission of two additional Interim Payment Certificates (IPCs) in 2024, no payments have been made to the contractor.

Dr Okoe-Boye further called on President John Mahama to release the funds to complete the project.
