Public Utilities Regulatory Commission Announces New Tariffs Increment

  • The Public Utilities Regulatory Commission has announced a 1.14% increase in electricity tariffs starting October 1, 2025
  • Water tariffs will remain unchanged despite the utility providers’ call for an over 200% increment, according to the PURC
  • The adjustment followed the quarterly review of inflation, exchange rates, and generation costs

The Public Utilities Regulatory Commission (PURC) has announced a new tariff adjustment for electricity and water.

According to the PURC, electricity tariffs will go up by 1.14%, beginning October 1, 2025, while water tariffs will remain the same.

This comes in the wake of the utility service providers’ recent request for over 200% increment.

The new tariff adjustment was part of the Commission’s quarterly tariff review mechanism released on Wednesday, September 23, 2025.

The PURC’s quarterly review mechanism is designed to track and incorporate movements in key factors that are beyond the control of utility service providers (USPs).

The PURC explained that the factors considered in the latest tariff adjustment included the Ghana Cedi-US Dollar exchange rate, domestic inflation rate, the electricity generation mix (hydro and thermal), and the cost of natural gas.

For the fourth quarter, the PURC said it applied the projected weighted average Ghana Cedi-US Dollar exchange rate of GHS12.3715 to $1.00, while the annual average inflation rate used for the quarter was 12.43%.

The projected hydro-thermal generation mix remained the same as the previous quarter, with hydro at 28.80% and thermal at 71.20%.

The approved Weighted Average Cost of Gas (WACOG) was USD 7.7134/MMBtu, which also remained unchanged from the third quarter.

As a result of these factors, the PURC approved new electricity rates for various customer categories.

For lifeline customers (0-30 kWh), the new tariff is GHp80.4389 per kWh, up from GHp79.5308.

Energy Ministry denies reports of tariff increment

Earlier, a report circulating on social media indicated that the Electricity Company of Ghana (ECG) tabled a 225 per cent increase in its Distribution Service Charge proposal.

According to a report by Joy News, the new tariff increment was presented to the PURC for consideration.

The report said that if the ECG proposal was accepted by the PURC, electricity tariffs would increase from their current GHp19.0384/kWh to GHp61.8028/kWh for the period between 2025 and 2029.

However, the Ministry of Energy and Green Transition denied the reports.

According to the Public Relations Officer of the Ministry, Richmond Rockson, the proposed tariff adjustments were fake.

He consequently urged the general public to disregard them.

"Ignore the mischievous reports that the electricity tariff has been increased by over 225%. That is false! The Public Utilities Regulatory Commission (PURC) is undertaking an investment hearing for utility providers. This is part of the Commission’s regulatory reform efforts to ensure a detailed and in-depth review of the utility providers’ investments to serve as a guide for tariff review," he said.
"Some utility providers have submitted their proposals. The PURC will review the proposals, together with their rate-setting guidelines, and arrive at a decision," he added.
