Ruth Dela Seddoh Appointed as NSA Boss, Felix Gyamfi Reassigned to Finance Ministry

The Deputy Youth Organiser of the governing National Democratic Congress (NDC), Ruth Dela Seddoh, has been appointed as the Director-General of the National Service Authority (NSA).

Dela Seddoh's appointment comes after Felix Gyamfi, the former Director-General of the NSA, was reassigned to the Ministry of Finance with immediate effect.

Before being named head of the NSA, Dela Seddoh was the Second Deputy Director, serving under Gyamfi.

Reasons for Felix Gyamfi's reassignment to finance

It’s not yet clear what caused the leadership shake-up at the NSA.

However, it is believed that the decision to reassign Gyamfi was influenced by delays in the posting of new National Service Personnel following an audit of the service’s online portal.

According to media reports, there is a disagreement between the politician and his supervising Minister, George Opare Addo over the NSA deployment portal for the 2025/2026 national service postings.

Opare Addo is reportedly pushing for the development of a new deployment portal to address loopholes, uncovered as a result of the Fourth Estate's ghost names scandal, while Gyamfi maintained that the existing platform could be improved rather than replaced.

When Gyamfi, Seddoh were appointed to NSA

Upon assuming office on January 7, 2025, President John Mahama appointed Gyamfi as the acting Director-General of the National Service Authority.

The appointment, which took effect on January 22, 2025, was made under Article 195(1) of the Constitution and the National Service Authority Act, 2024 (Act 1119).

In a letter signed by Dr Callistus Mahama, Secretary to the President, President Mahama extended his best wishes to Gyamfi as he took on the new role to guide the Authority in its mandate of youth development and national service delivery.

Around the same period in January, Dela Seddoh was also named as the Acting Deputy Director of the NSA, to serve under Gyamfi.

"I suspected the guy long time, because on TV3, he said he has worked with NSS for long and never knew there was ghost names in there."

Former NSA boss fingered in a scandal

Meanwhile, YEN.com.gh reported that the former NSA Director-General, Osei Assibey Antwi, was cited in an alleged corruption-related scandal.

A forensic audit of the NSA showed some payroll fraud on his part in 2022/2023 service year. He was among the 12 charged by the Attorney General.
