Nigeria Uncovers Two More Fake Agencies As Identity Behind Them Raises Eyebrows, Photo

Nigeria's anti-corruption body, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), has linked two additional fictitious government agencies to Adeniyi Matthew Adeyemi, the man who posed as Director-General of the Presidential Foreign Intervention Promotion Council (PFIPC).

Reports from Vanguard News on 7 August 2026 indicated that ICPC Chairman Dr Musa Adamu Aliyu, SAN, made the statement while addressing State House correspondents at the Presidential Villa in Abuja, following the submission of the commission's interim report on the PFIPC affair.

What ICPC's investigation uncovered

Dr Aliyu confirmed that Adeyemi was never appointed to any position by the Federal Government, and that the PFIPC itself has no legal foundation, having been established neither by statute nor by executive order.

The appointment letter Adeyemi presented to authorities was found to be forged.

Investigators further established that the fake council had moved into and was operating from offices previously occupied by the Presidential Economic Advisory Council (PEAC), illegally taking over that body's space and official instruments.

How the fake agencies operated

According to the interim report, the PFIPC used its unlawfully occupied offices to carry out a range of illegal activities, including false representation and widespread impersonation of legitimate government personnel.

The commission noted that this scheme was able to persist partly because of gaps in verification processes and weak inter-agency oversight, which Adeyemi and his associates reportedly exploited.

The discovery of two further fake agencies suggests the fraudulent operation extended well beyond a single rogue council, raising questions about the scale of the network and how long it evaded detection.

Earlier, YEN.com.gh reported that Adeniyi Adeyemi Matthew, the man alleged to have been running a fraudulent government agency out of Nigeria's presidency, has been taken into custody after spending weeks evading arrest.

BBC Africa reported on Instagram on 15 July that a court issued an arrest warrant against Matthew after he failed to show up for a scheduled hearing.

He was subsequently detained and now faces charges of forgery and impersonation.
