It emerged that the missing man had visited his 31-year-old daughter on July 8 around 15:00 hours before leaving home, never to return.
Police deputy spokesperson Danny Mwale indicated that this prompted the daughter to report him as a missing person.
"On July 10, around 12:30 pm, his daughter informed officers that she received a phone call from an unknown person using Moonga's contact number," read the police report.
How did police find Moonga?
It is alleged that the caller introduced himself as a police officer in charge of a police station he never disclosed.
The "police officer" claimed that they were holding the victim in police custody and demanded money for the victim to be released.
Mr Mwale said police intensified investigations, and on July 13, the 'victim' was found with a 37-year-old woman inside a lodge.
Investigations further revealed that the KSh 15,000 was needed for him to settle the bills he and the woman had accumulated while at the lodge.
Mr Mwale told the media that Moonga was detained in police custody.
